It was a hot August night and the room was packed. Soccer and football moms and dads were excited to hear about future plans for their playing fields. A few minutes earlier the City Council had approved a contract with LANDESIGN Group for design services for Texas Parks and Wildlife (TPWD) funded grant improvements.
Less than a year before, LANDESIGN Group had re-submitted a grant application on behalf of the City of Uvalde that resulted in an additional $100,000 of construction money for the park. In addition, more than a mile of trail and two natural areas will be added to increase the diversity of recreation in this medium sized Texas town. Also to be included in the park are soccer and football fields, native tree plantings and a hike and bike trail.
The city had tried for a grant utilizing TPWD guidelines but missed some of the more subtle issues that are required for a project to be funded in the current competitive situation. With LANDESIGN Group’s guidance, the score rose from 50 to 94 to become the top scoring project during the cycle in which it was funded. We provided ideas, maps, new plans and estimates...
and new hope.
The city had secured bond funds for park development by a vote of the citizens — testimony in itself of the community’s strong interest in and support of youth sports. To reduce the request to the voters during a tough economic climate, the city was seeking to match bond funds with TPWD grant funds in order to accomplish all that was needed in Kiwanis Sports Park. The park, which had been partially developed years before to cater to the needs of baseball and softball, had not been able to meet the needs of the soccer and football communities, two fast growing sports in this part of the state.
LANDESIGN Group was able to show the city staff that there were golden opportunities for additional match for the TPWD funds. By going with Landesign Group’s recommendations, additional points were accumulated for land acquisition, and for public partnerships. Also, due to these proven strategies, over $100,000 of the bond funds were no longer needed for matching the $500,000 available from TPWD allowing the city to utilize the $102,000 for other recreational features in the park. Due to these new-found monies, a unique recreational potential will be added to the park in the form of interpretive facilities and trails on other public lands, including a natural area that houses deer at the Texas A&M Research Center.
The rest of this story is still being written as surveys, land appraisals, planning and design, move forward. As the story unfolds we will talk more with those moms and dads and the kids, too.
